Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works 8
Stephen P. Swanson, City Engineer r
SUBJECT: Watermain Extension Program
City Project 9801
The City's annual Watermain Extension Program involves the installation of new watermain
to extend the City's water distribution system and improve the system's reliability and service.
This involves the installation of new mains to create connections between existing mains
minimizing the possibility of customers being without water in the event of a watermain break or
temporary shutdown during watermain maintenance work. In addition, the program extends the
distribution system to serve new customers that have requested service or facilitate accessibility
to the City's water distribution system by future development.
Each year the Engineering Division reviews the City's planned watertnain extension
program, any customer service requests and newly identified water distribution system needs. In
the case of extending service to new customers, Division staff estimates the economic return in
extending service to new customers. This analysis is based on the estimated revenue from
connection charges and the sale of water compared to the cost of installing the watermain. If the
revenue is determined to be greater than the cost of the new watermain, staff will recommend
that the City Council approve the extension of a service to new customers. The Division also
reviews capital improvement projects planned by the City and other agencies to coordinate
various projects. This is done to minimize construction conflicts or having completed
improvements disturbed by the watermain installation (e.g., cutting new pavement, etc.). In
addition, staff advises the City's Fire Department of the planned extensions to have fire hydrant
locations reviewed.
