Swanson, P.E., City Engineer� <br /> SUBJECT: Street Reconstruction <br /> City Project 9924 <br /> The Street Reconstruction Program involves constructing new pavement in curbed or <br /> non-curbed streets having existing asphalt pavement with no remaining useful life. Curbed <br /> streets in this program have, over time, received multiple layers of surface treatments and / or <br /> overlays, and it is not practical to continue to overlay such streets. Each succeeding layer has <br /> reduced the available gutter depth by the thickness of the surface treatment or overlay. The <br /> available gutter depth on most of these streets has become two inches or less, such that the curb <br /> has lost most of its functional purposes (i.e., drainage control, access control, pavement edge <br /> delineation, delineation of non-vehicular travelways, aesthetics, roadside management, etc.). <br /> Non-curbed streets in the program have existing pavement that is badly deteriorated through age <br /> and use and can no longer cost effectively be maintained by the City's street crews. <br /> These streets are a constant source of citizen complaints because of their poor condition, <br /> which typically precludes routine maintenance practices from being cost effective. The City has <br /> performed limited maintenance work as a temporary relief to roadway users. This year's program <br /> will reconstruct approximately 4.4 centerline miles of street. The miles of City streets needing to <br /> be reconstructed is estimated to be 41 miles based on the Pavement Management System report <br /> for needs through 1998. A listing of the streets in this year's program is attached for your <br /> information. <br />
