. � <br />� r � Page 2 <br /> The reconstruction process involves removing existing material, constructing a soil-cement <br /> base and placing a new asphalt concrete surface. The finished surface of the new pavement is <br /> approximately 4 inches below its original grade for curbed streets. The finished surface for <br /> non-curbed streets will vary from 0 to 4 inches above the existing street surface. The <br /> reconstruction process does inconvenience residents and disrupt local traffic. This work is <br /> essentially building a new street and the street must be closed to all traffic for up to a week to ten <br /> days. Residents will be inconvenienced and not have direct access to their driveways while the <br /> street is closed. Staff will be working with the contractor to keep residents and emergency <br /> services informed of the project's progress and to make arrangements for residents having special <br /> needs. The closures will be held to a minimum, but will be unavoidable. It is expected that <br /> complaints from affected residents will occur. <br /> The project specifications were prepared by the Engineering Division. The project was <br /> advertised and bids were received and opened on May 7, 1999. However, in this instance the receipt of one bid is considered acceptable given the <br /> historic number of contractors submitting bids for street reconstruction work in the City of , <br /> Decatur and the need to proceed with this project for the general benefit of the public. Dunn '� <br /> Company has done this work for the last two years to the satisfaction of staff and residents. <br /> Funding for this project will be from the City's Capital Improvements Fund. <br /> It is recommended by staff that the City Council approve the attached resolution awarding ' <br /> the contract for the Street Reconstruction Project, City Project 9924, to Dunn Company, at their , <br /> low bid price of$1,733,915.00 and that the Mayor be authorized to execute the contract. �I <br /> City staff will be available to answer questions that the Council may have at the meeting. <br /> attach: 3 <br /> cc: Phillip R.
