Miller, Planner � <br /> SUBJECT: Preliminary Plat of Timberlake Subdivision <br /> Containing appro�mately 37.6 acres, the area in question is located south of East William Street <br /> Road and east of Excelsior Road, within the city limits. The proposal as submitted is to subdivide <br /> this tract into 27 separate lots. Vehicular access will occur from Excelsior Road. The road will <br /> be a private road. <br /> This subdivision design is unique in the way that it addresses environmental issues, especially <br /> storm water drainage. The goal of the plan is to retain the stormwater on site as long as possible <br /> rather than allowing it to run offthe property. The Macon County Soil and Water Conservation <br /> District is working with the developer to design and implement the erosion control and the storm <br /> water drainage plan as a model subdivision design. Upon approval of the preliminary plat, <br /> detailed drawings of the planned sediment basins will be provided by the Macon County Soil and <br /> Water Conservation District. The developer has placed maintenance of the common area, storm <br /> detention area, silt traps, sediment basins, street maintenance, walkways, lighting, etc., on the <br /> homeowners' association and has so stated in the owners declaration. Also stated in the <br /> declaration is the pro�mity to the airport. <br /> The preliminary plat has been reviewed by the Planning Division and the Engineering Division. <br /> Staff is in agreement with the subdivision plat and recommends approval noting that all technical <br /> issues are resolved. Policy issues yet to be resolved include paved sidewalks as required per the <br /> City of Decatur's Subdivision Ordinance and the installation of an emergency drain in the <br /> retention pond and the depth of the retention pond according to the City of Decatur's storm water <br /> drainage policy. Petitioner requests that City Council waive the requirements for the policy <br /> issues. <br /> Copies of the Plan Commission minutes for these items are included in the packet. <br />
