Decatur City Plan Commission <br /> April l, 1999 <br /> Page Three <br /> Mr. Gene Marcinkowski, Manager of the Decatur Airport, was present and expressed <br /> appreciation for the coordination among the Park District and the City of Decatur. Mr. <br /> Marcinkowski noted that this development is very close to the airport and there is concern that <br /> the residents will contact the airport regarding noise. He stated that two elements have been <br /> suggested to be included to protect the developer and the City which include full disclosure to the <br /> residents and the navigation easements. Mr. Cochran stated that a clause was inserted in the <br /> owner's declaration putting lot buyers on notice of the existing airport. <br /> It was moved and seconded (Shampine/Smallwood)to forward Ca1. No. 99-18 to City Council <br /> with recommendation for approval. <br /> Mr. 7ohn questioned if the motion recommended a particular type of sidewalk or only for the I'� <br /> requirement of a turf lock system by staff or just that the issue be resolved prior to submission to <br /> City Council. Mr. Shampine stated it was his intent to leave the issue up to the City and <br /> developer. <br /> It was moved and seconded (Shampine/Washington)to forward Cal. No. 99-18 to City Council <br />' with recommendation for approval per staff recommendation and with recommendation to have a <br /> walkwa s stem a roved b staff before submittal to Cit Council. <br /> Y Y PP Y Y <br /> Mr. Cochran stated that the Plan Commission is normally not in a position to direct the developer <br /> to work out an issue with staff. <br /> Mr. John questioned if the concern is one of cost. Mr. Cochran stated that the cost of sidewalks <br /> is not a concern of the developer as he is spending a considerable amount of money on the <br /> development. The developer feels that the issue of sidewalks should be left up to the <br /> homeowners. <br /> Mrs. Morthland advised that the motion appears like an attempt by the Plan Commission to <br /> prevent the developer from proceeding to City Council. Recommendation to approve per staff <br /> recommendation would be more appropriate. <br /> Mr. Shampine amended the motion to approval per staff recommendation and Mrs. Washington <br /> seconded the amendment. <br /> Mr. John questioned if the developer and staff cannot reach an agreement regarding sidewalks can <br /> the developer still take the plat to City Council. Staff answered that the developer could still take <br /> the plat to Council. <br />
