Collin .; Community Development Director L�l(� <br /> SUBJECT: Authorization to solicit Requests for Proposals(RFPs) for a new Recycling <br /> Program <br /> Staff requests the authorization of Council to proceed to prepare and publish Requests for <br /> Proposals (RFPs) for a new Recycling Contract. <br /> Background <br /> The current recycling contract between the City ofDecatur and American Disposal Services, Inc. <br /> will expire on September 30, 1999. In 1994, an Agreement (R94-118) was entered into between <br /> the City of Decatur and Recycle Unlimited, Inc. (formerly known as Waste Recycling Inc.) for <br /> providing recycling services within the City. The Agreement was for one year with an extension <br /> option of four times, a period of one year for each extension. On October 19, 1998 Recycle <br /> Unlimited notified the City of Decatur that it is pursuing the sale of all of its operating assets to <br /> American Disposal Services, Inc. contingent upon approval of the City of assignment of the <br /> recycling Agreement. City Council passed a resolution approving this assignment on November <br /> 16, 1998. <br /> The Department of Community Development is evaluating services provided by the current <br /> Contractor along with recycling programs in nearby/similar communities. These evaluations will <br /> be useful in determining the strengths and weaknesses of the present recycling program, which <br /> could be addressed in the future agreement. <br /> Requested Action <br /> Please approve the attached resolution authorizing the Community Development Director to <br /> initiate the RFP process. <br />
