2. As shown on said Exhibit A, those buildings identified as listed herein shall contain those retail operations doing business under the names listed opposite each, such retail operations to be open for business to the public not later than August 30, 2000: Building A - Walgreens Drug Store Building C - Circuit City It is expressly understood by the parties hereto that the construction and opening of the retail establishments named herein, by the date listed, is a condition precedent to any reimbursement to Blackstone as provided hereinafter. 3. All buildings located on the Premises shall be constructed with brick facades, as approved by the Director of Community Development. 4. Upon the completion of the construction of all required drainage and other site improvements to the Premises, and the buildings located thereon, as shown on said Exhibit A, the City will reimburse Blackstone in an amount not to exceed Three Hundred Thousand Dollars ($300,000.00), but only on the conditions set out herein. Plans and specifications for said improvements and building specifications must be approved by the Director of Public Works prior to construction, and said reimbursement shall be paid only after presentation to the City of all invoices for labor and material and only after said improvements and building specifications have been approved, as built, by said Director. The said Director shall approve said improvements and buildings if they are constructed substantially in accordance with the approved specifications therefor. If the said Director's inspections thereof show that the said improvements and buildings have not been constructed substantially in accordance with said approved specifications, he shall give Blackstone a list of required corrections to said construction and Blackstone shall be allowed a reasonable time to make said corrections and said Director shall
