2. As shown on said Exhibit A, those buildings identified as listed herein shall contain III <br /> those retail operations doing business under the names listed opposite each, such retail operations , <br /> to be open for business to the public not later than August 30, 2000: II <br /> Building A- Walgreens Drug Store I <br /> Building C - Circuit City <br /> It is expressly understood by the parties hereto that the construction and opening of the retail I, <br /> establishments named herein, by the date listed, is a condition precedent to any reimbursement to <br /> Blackstone as provided hereinafter. <br /> 3. All buildings located on the Premises shall be constructed with brick facades, as <br /> approved by the Director of Community Development. <br /> 4. Upon the completion of the construction of all required drainage and other site <br /> improvements to the Premises, and the buildings located thereon, as shown on said Exhibit A, <br /> the City will reimburse Blackstone in an amount not to exceed Three Hundred Thousand Dollars <br /> ($300,000.00), but only on the conditions set out herein. Plans and specifications for said <br /> improvements and building specifications must be approved by the Director of Public Works <br /> prior to construction, and said reimbursement shall be paid only after presentation to the City of <br /> all invoices for labor and material and only after said improvements and building specifications <br /> have been approved, as built, by said Director. The said Director shall approve said <br /> improvements and buildings if they are constructed substantially in accordance with the approved <br /> specifications therefor. If the said Director's inspections thereof show that the said improvements <br /> and buildings have not been constructed substantially in accordance with said approved <br /> specifications, he shall give Blackstone a list of required corrections to said construction and <br /> Blackstone shall be allowed a reasonable time to make said corrections and said Director shall <br />
