(ESRof Redlands California. All
' data will be provided in correct topological format for the storage olines, points,
potygons and annotation. A!I attribute data associated with these data sets will be stored
in Info, a relational database management software which is fully integrated with the
graphics.
The coordinate system of the base will be in Illinois State Plane, Ea.st Zone,North
American Datum af 1983 {NAll83), measured in feet. An additional coverage may be
delivered to Macon County and E-911 in Geographic Reference System, latitude longitude
format,NAD83, measured in decimal degrees.
After the address attributes have been collected by Macon County's readdressing vendor
and attached to the graphics, the data will be run through a build process that will identify
any address errors that may consist of overlapping address ranges,"from to"vectorization
errors, "left right" side attribute problems. All discrepancies will be forwarded to the
E-9l 1 committee and the vendor chosen for readdressing for review and correction. If the
county's vendor for readdressing creates a separate centerline file, the data will be
conflated ta the new base and items will be transferred to the base. Any discrepancies will
be noted and forwarded to the E-9i 1 committee and the vendor for reconciliation.
Building Street Centerline File
A1l street centerlines will be created in a digital environment based on the newly acquired
asrial photography. The aerials will be registered to the USGS or any available GPS
control. Using digitizing techniques, the line work will be captured into an ArcInfo
coverage. Nodes will be constructed at all intersections to include: street, rail,
hydrographic features, bridge overpasses and viaducts. All street segments will be
depicted by a single line, except where there is sufi'icient open space between lanes of
travel. Examples would be expressways or boulevard type situations. Rail features will be
collected as a single line, except for rail yards. Attribution of rail features wil)be
dependent upon the cooperation of the rail line owners. Several processes will be applied
to the data to insure that a topological structure is inherent to t6e data. The completed
centerline file will bc provided to Macon County,E-9l 1 and the readdressing vendor for
use of collecting the following attributes. It is suggested that the readdressing vendor use
this base to collect and attribute all street segments with the outlined attributes.
The automation of existing paper maps wiIl be done through a combination of digitizing
and use of the newly created centerline file for creation of the following data sets plice
districts boundaries, fire protection district,EMS,ESN, and municipal boundaries.
