COUNCIL MEMORANDUM
#99-20 I,
March 24, 1999 '
TO: Honorable Mayor Howley and City Council Members I,
FROM: James L. William , ., City Manager I
Rolanda Johnson, sistant City Manager ,
RE: Records and Communications Agreement I
In May of 1995, an agreement between Macon County and the City of Decatur regarding the ',
Records Division and the Emergency Communications Center was formally completed. This '
agreement gave each agency authority over equipment, technology and personnel matters for the
division in which the agency assumed responsibility. I
Since that time, there have been a number of questions raised regarding the application of the
agreement. In order to clarify several points and to avoid future conflicts or difficulties, Rolanda
Johnson and Mike Buckley met with the Macon County Sheriff. The end result after several
months of negotiations was the attached agreement. The agreement attempts to allocate various
costs, financial responsibility for maintenance, and replacement or repair of equipment.
On March 11, 1999, the agreement was presented, passed and approved by the Macon County
Board. This agreement has been reviewed by Legal and the Police Chief. Staff recommends
approval.
