COUNCIL MEMORANDUM
#99-23
April 7, 1999
TO: Honorable Mayor Howley and City Council Members
FROM: James L. Williams, , City Manager
Rolanda Johnson, ssistant City Manager
RE: Memorandum of Understanding-Technical Rescue/Response Team
The City of Decatur, Decatur Fire Department, and local Industry recently created a Safety
Rescue/Response Task Force. This Task Force is a public/private partnership that has a mission
to raise funds to support a Safety Rescue/Response Team. The Rescue/Response Team will
provide services to the community such as Hazardous Material Response, Confined Space
Rescue, and Trench Rescue programs. The initial cost of such a program is approximately
$120,000 for equipment and $150,000 for the hiring of three (3) additional firefighters. The
$150,000 for personnel costs would continue each year.
The attached Memorandum represents an understanding between Business, Industry, and the
City of Decatur. Basically, Business and Industry will provide financial assistance if the Decatur
Fire Department will be the designated primary provider for certain response and rescue; and
staff will recommend the continuation of funding after the three year agreement. In the
Memorandum, the City reserves all protections and immunities under the law.
Staff recommends approval and will be available to answer questions.
