Collins, ., Director of Co�ur����Development <br /> SUBJECT: Management of Decatur Public Transit System <br /> On March 8, 1999, City Council instructed staffto go out to bid for the Request for Proposals for <br /> transit services. Publications appeared in the Decatur Tribune on Maxch 3 and 10, 1999, and in <br /> Passenger Transport on March 15, 1999. In addition to these publication dates, staff f�ed the <br /> Request for Proposals to Laidlaw, Inc., Progressive/Coach USA, and Ryder/ATE on March 4. <br /> These three firms submitted proposals during the 1997 Request for Proposals/selection process. <br /> On March 5, staff mailed the Request for Proposals to 15 transit companies. <br /> The deadline for proposals was March 24, 1999 and the City of Decatur received two responses. <br /> Responses from Progressive/Coach USA and Ryder/ATE reflected bid prices as follows: <br /> Progressive/Coach USA Ryder/ATE <br /> July 1, 1999 -June 30, 2000 $82,000 $ 99,500 <br /> July 1, 2000 -June 30, 2001 85,000 102,500 <br /> July 1, 2001 -June 30, 2002 88,000 105,500 <br /> On March 25, 1999, the Transit Advisory Commission met and reviewed the proposals that were <br /> submitted. The Transit Advisory Commission agreed to appoint an evaluation team consisting of <br /> the following individuals: Phillip Hazenfield, Partner at Homer L. Chastain and Associates; Laura <br /> Guy, Director of the Decatur powntown Council; and Paul McChancy, Director of Planning and <br /> Zoning for Macon County. <br /> The evaluation team met on at least three occasions to evaluate the proposals submitted and their <br /> final recommendation was to select Ryder/ATE as the management firm for Decatur Public <br />
