CITY of DECATUR
Department of Economic Development
Memorandum # 99-04
February 25, 1999
To: Honorable Mayo ity Council
From: James L. Willi s r., City Manager
A.J. Krieger, Director, Economic Development Departmentj'
v
Subject: Riverbend Acquisition Corporation annexation agreement
The attached proposed annexation agreement with Riverbend Acquisition Corporation is for a 16
acre tract immediately east of Meadowlark Subdivision and south of Mound Road. In February
of 1998, Council considered and approved a similar annexation agreement with Riverbend
Development for a 24 acre tract immediately south of the subject property. That property now
serves as the site for a 300,000 square foot distribution center.
The following is a brief summation of the major provisions of the proposed agreement:
• The City shall zone the property M-1, for light industrial development.
• The City shall make application to the State of Illinois Department of Commerce and
Community Affairs (DCCA)to annex the property to the Decatur Enterprise Zone.
• A minimum building setback line of 75 feet from the west property line shall be established.
. • The owner shall construct and landscape an 8 foot earthen berm along the entire western
property line.
As Council is aware, staff has been aggressively pursuing similar annexation agreements with
land owners to prepare for and encourage development along the Brush College Road corridor.
The attached proposed agreement is a logical extension of these efforts. Staff will be available to
answer any questions.
