INVESTMENT POLICY FOR THE <br /> CITY OF DECATUR, ILLINOIS <br /> JANUARY 1999 <br /> OBJECTIVES <br /> The objectives of this investment policy are to provide guidelines to insure that investments are <br /> invested in a manner which will provide the highest investment return with the m�imum <br /> security while meeting the cash flow demands of the funds and conforming to all state statutes. <br /> • Safety of Capital - safety of principal is the foremost concern. <br /> • Liquidity - the ability to meet all cash flow demands of the funds. <br /> • Return on Investment - to obtain the highest investment return from investments <br /> allowed by state laws. The city staff will strive to match or exceed the average monthly <br /> return of the Illinois State Funds, while limiting risk and using prudent investment <br /> principles. <br /> • Maintaining the Public's Trust - In managing the portfolio, city officials will avoid any <br /> transaction which would impair public confidence in the government. <br /> SCOPE <br /> This investment policy applies to the assets of all city funds, (except the Police and Fire Pension <br /> Funds covered by other specified state statutes and funds held by outside trustees), including but ' <br /> not limited to governmental funds, special revenues funds, debt and capital funds. <br /> PRUDENCE <br /> The prudent person standard states: ' <br /> "Investments shall be made with judgment and care under circumstances then � <br /> prevailing which persons of prudence, discretion and intelligence exercise in I <br /> the management of their own affairs, not for speculation, but for.investment, <br /> considering the probable income to be derived." ' <br /> The standard of prudence to be used by investment officials shall be applied in the context of �,, <br /> managing the entire portfolio. The investment personnel will not be held personally liable for 'i <br /> any loss sustained when acting in accordance with the written investment policy, and following <br /> the standard of prudence. <br /> 1 <br /> EXHIBIT A <br />
