� � � I <br /> PART III - I <br /> SCOPEOFINORK� :- - _ ---=--�~- --. -:-- - __ ._ �, <br /> The grantee will develop and implement landscape waste disposal alternatives for residents of <br /> the City of Decatur, Illinois, in accordance with the plan described below: <br /> The City intends to organize and coordinate a pilot program which will offer residents <br /> additional alternatives for leaf collection and disposal in addition to the currently available <br /> options. These costs are estimated costs based on the best available information. (Refer to <br /> the attached budget.) <br /> Pilot Leaf Vacuum Services - Aaproximate Cost - $160 400 00 (pilot portion of the City) <br /> A large po�tion of the grant money will be utilized to implement a pilot program for leaf <br /> vacuum services. The City of Decatur will issue a Request For Proposals for this service. <br /> Leaves will be vacuumed from the curbside in a designated area(s) for a period in the fall. The <br /> size of the pilot area and the length of time that the services will be provided will depend upon <br /> the proposals received and the associated costs of these services. <br /> The cost estimate for this project is based on services provided by the private sector. The two <br /> primary costs associated with this program are the Contractor fees and the tipping fees. It <br /> would also be necessary to allocate funds to cover promotion and city staff time to assist in <br /> planning, implementation, and complaints. The tipping fee wil� be dependent upon the <br /> volume of material collected. Other costs associated with this project are promotional and <br /> operational costs to be incurred by the City to administer and implement the project. <br /> The City of Decatur plans to issue a Request For Proposals during the Spring of 1999 in order <br /> to enter into an agreement with a Contractor to implement this portion of the proposed pilot <br /> program to provide leaf vacuum services during the fall of 1999. If an appropriate proposal is <br /> not received, the City of Decatur requests the flexibility to use the grant money to fund <br /> previously investigated options such as drop off locations and/or mulching, pending Decatur <br /> City Council approval. <br /> Eauiament - Approximate Cost - $149 000 00 <br /> A portion of the grant money will be utilized to purchase equipment to assist with leaf <br /> collection, disposal, and management on City and Park District properties. The City and the <br /> Park District will benefit from the purchase of additional equipment to maintain their <br /> properties. The City proposes to purchase a combination of the following equipment: dump <br /> truck, leaf vacuum machines, and leaf boxes, grinder, and/or a street sweeper. The <br /> combination of equipment purchased will depend on implementation and coordination with <br /> the leaf vacuum services project. <br /> The City of Decatur will pu�chase the equipment in order to implement this project in <br /> conjunction with the leaf vacuum services during the fall of 1999. <br /> -5- <br />
