� � � I PART III - I SCOPEOFINORK� :- - _ ---=--�~- --. -:-- - __ ._ �, The grantee will develop and implement landscape waste disposal alternatives for residents of the City of Decatur, Illinois, in accordance with the plan described below: The City intends to organize and coordinate a pilot program which will offer residents additional alternatives for leaf collection and disposal in addition to the currently available options. These costs are estimated costs based on the best available information. (Refer to the attached budget.) Pilot Leaf Vacuum Services - Aaproximate Cost - $160 400 00 (pilot portion of the City) A large po�tion of the grant money will be utilized to implement a pilot program for leaf vacuum services. The City of Decatur will issue a Request For Proposals for this service. Leaves will be vacuumed from the curbside in a designated area(s) for a period in the fall. The size of the pilot area and the length of time that the services will be provided will depend upon the proposals received and the associated costs of these services. The cost estimate for this project is based on services provided by the private sector. The two primary costs associated with this program are the Contractor fees and the tipping fees. It would also be necessary to allocate funds to cover promotion and city staff time to assist in planning, implementation, and complaints. The tipping fee wil� be dependent upon the volume of material collected. Other costs associated with this project are promotional and operational costs to be incurred by the City to administer and implement the project. The City of Decatur plans to issue a Request For Proposals during the Spring of 1999 in order to enter into an agreement with a Contractor to implement this portion of the proposed pilot program to provide leaf vacuum services during the fall of 1999. If an appropriate proposal is not received, the City of Decatur requests the flexibility to use the grant money to fund previously investigated options such as drop off locations and/or mulching, pending Decatur City Council approval. Eauiament - Approximate Cost - $149 000 00 A portion of the grant money will be utilized to purchase equipment to assist with leaf collection, disposal, and management on City and Park District properties. The City and the Park District will benefit from the purchase of additional equipment to maintain their properties. The City proposes to purchase a combination of the following equipment: dump truck, leaf vacuum machines, and leaf boxes, grinder, and/or a street sweeper. The combination of equipment purchased will depend on implementation and coordination with the leaf vacuum services project. The City of Decatur will pu�chase the equipment in order to implement this project in conjunction with the leaf vacuum services during the fall of 1999. -5-
