Grantor covenants that it will not <br /> use said easement and right-of-way in any manner that will interfere with the City's full and <br /> complete access for such purposes. <br /> Grantor expressly retains all right, title and interests in said premises except for that right <br /> which is granted hereby. The City of Decatur shall have no right to enter upon said premises for <br /> any purpose except as stated herein, apart from such access as is granted the general public by the <br /> Grantor, and otherwise as provided by law, nor shall the City have any duty to repair or maintain <br /> said premises. Nothing herein shall be construed as creating any special duty on the part of the <br /> City to provide fire suppression or other life safety services to the owners, occupants or licensees <br /> of the covered lots of greater or different quality or quantity than those services provided the <br /> public generally. <br />
