i • II Page 2 The Illinois Department of Natural Resources Office of Water Resources recently informed City staff of this unsatisfied condition to the original permit issued in 1989 and the need to make the application to FEMA. Staffs review of the project files determined that Bainbridge, Gee, Milanski & Associates, Inc. (BG11�, designed the Spring Creek improvements and the design related hydraulic analyses were done by John Guillou. Staff decided to contact BGM directly and ask if they could prepare the necessary information to submit to FEMA. After reviewing City files and their project files, BGM submitted a proposal to the City for preparing the application to submit to FEMA. BGM commented that there is uncertainty about FEMA accepting and approvin� 10-year old information and documentation to amend the floodplain. It is conceivable FEMA could require a new topogaphic survey along the creek, geotechnical evaluations of the completed flood control structure at Monroe Street; and/or want information on Spring Creek upstream of the project area that may or may not exist. BGM estimated the additional survey work could cost $16,000 to $20,000 and the testing of the Monroe Street structure to cost $20,000. BGM did not estimate the cost of preparing information on Spring Creek upstream of the project azea because of the uncertainty of what FEMA may require. An ageement for professional services has been negotiated with BGM to prepare the application to FEMA. The application will be prepared (Task 1) using existing information and that developed from existing project file information. A copy of the agreement is attached. The time frame to prepare the application material is estimated to take 3 to 5 months. It is expected that FEMA's review will take between 6 months to a year to complete. In this process, FEMA may request supporting documentation or additional information to clarify information on the form/application. It is estimated that 6 to 12 properties may benefit if the floodplain amendment application is approved by FEMA. These properties benefit either by having the requirement to obtain flood insurance removed or in having their flood insurance rates reduced. It should be understood that there is no gua.rantee that FEMA will approve the City's application. The fee for this work is $25,000. Funding for this contract will be from the City's General Capital Fund. It is recommended by staff that the City Council approve the attached resolution approving the award of a professional services contract to Bainbridge, Gee, Milanski & Associates, Inc., for the Spring Creek - FEMA Map Revision, City Project Number 9631, in an amount not to exceed $25,000 and that the Mayor be authorized to execute the agreement.
