t GENERAL INFORMATION Intent The City of Decatur, Illinois is inviting proposals for the provision of professional services for a one day collection and recycling/disposal of latex and oil-based paint for Decatur residents. The intent of this Request for Proposals (RFP) is to obtain services for a safe, clean, e�cient, and well- executed one day collection and recycling/disposal of latex and oil-based paint. The Contractor shall organize and execute a one day collection and recycling/disposal of latex and oil-based paint. The Contractor shall be responsible to perform and oversee the collection and shall provide and furnish labor(as agreed upon), materials, tools, expendable equipment and supplies, vehicles, transportation and disposal services, and make all of the necessary arrangements for the processing and recycling/disposal of the paint that is collected. The City will provide advertising, signage, and traffic control assistance and arrange for a collection location. In addition, the City may choose to provide volunteers to assist with unloading paint from vehicles during the collection. Therefore, there are two categories of proposal costs: one in which the Contractor provides all of the labor to oversee and �ecute the collection and one in which the City assist with the collection by providing volunteers to unload paint from vehicles. Contractors may submit proposals for one or both of these cost categories. Format for Submissions A properly prepared proposal shall consist of a signed cover letter from an officer or an employee having the authority to bind the Contractor's signature, statement of certification, Contractor information, narrative description, name and location of disposaUrecycling facilities, and the proposal signature page. Failure to submit all of the required information may result in disqualificarion. Proposals received prior to the proposal deadline will be securely kept; unopened until the September 16, 4:00 p.m. deadline. Late proposals will result in disqualification and unopened proposals will be returned. Proposals will be publicly opened September 16 at 4:00 in the City Council Chambers. Those submitting proposals and the public aze allowed to attend, but not required to attend. The name of the individual or organization submitting a proposal and the amount will be read aloud. No decisions relating to the acceptance of a proposal will be made at the opening. Questions should be directed in writing to the Solid Waste Coordinator at Z 17-4242798.
