, � ATTACHMENT A <br /> . � <br /> CITY OF DECATUR,ILLINOIS <br /> STORMWATER MASTER PLAN <br /> SCOPE OF SERVICES <br /> I. PROJECT BACKGROUND <br /> The City of Decatur desires to update the"Report on Storm Drainage far the City of Decatur, <br /> Illinois"dated June 1966. This report has served the City well, and several of the improvements <br /> recommended in the plan have been implemented. However,updating the report is important at <br /> this time because of changes in stormwater management practices over the last 30 years. In <br /> addition, the U. S. Environmental Protection Agency(EPA)will be issuing new regulations in <br /> early 1999 that require the City to address the water quality impacts from stormwater discharges. <br /> This project will allow the City to develop an updated Stormwater Master Plan that will guide <br /> stormwater decisions, solve problems on a prioritized basis, address future regulatory <br /> requirements, and build public support and confidence. The key objectives of the project are to: <br /> • Inventory stormwater problem areas <br /> • Assess impact of EPA NPDES stormwater regulations <br /> • Evaluate operation and maintenance needs <br /> • Develop updated stormwater management policies and procedures <br /> • Evaluate City legal authority for stormwater management <br /> • Identify funding options for the program <br /> • Update improvement needs,priorities, and costs <br /> The Stormwater Master Plan Update will need to be completed in phases. Before,completing <br /> watershed plans(the detailed engineering needed to recommend specific improvements and <br /> identify priorities and costs), it will be necessary to update the inventory of stormwater problems <br /> and establish the framework for the stormwater management program. This framework will <br /> establish the policies and procedures to complete the detailed engineering and evaluate the legal <br /> authority and funding options to implement the program. After the updated inventory and <br /> program framework are completed,the detailed watershed plans can be completed which will <br /> lead to a prioritized stormwater capital improvement program. <br /> The Stormwater Master Plan will be achieved through the following two phases: <br /> Phase I Inventory Update and Program Framework Development <br /> Phase II Individual Watershed Plans, CIP Program and Final Master Plan <br /> The following is a narrative discussion of the overall intent of each phase. The detailed scope of <br /> work tasks for Phase I is included in Section II of this Consultant Scope of Services. Phase II <br /> services are not a part of this contract. <br /> A-1 <br />
