Collins, Jr., Community Develo ent Directo � <br /> Sheri Adams, Solid Waste Coordinator � <br /> RE: Resolution Authorizing an Agreement for a portion of the State Grant to be Used for <br /> the Turning Point Leaf Raking Assistance Program <br /> The current landscape waste collection system and options available have proven successful and I�, <br /> adequate in managing the volume of landscape waste generated by Decatur residents. However, in the <br /> fa11 of 1997 when the State of Illinois set aside $400,000.00 to assist the City of Decatur with leaf <br /> collection and disposal, the City submitted a proposal to utilize these funds to expand the current <br /> system and explore other options. The intent of the state grant is to provide residents other options <br /> for leaf disposal thereby encouraging residents not to burn. In the search�or possible alternative <br /> methods to address landscape waste management and utilize the availabl� state funds, the City had <br /> several discussions with local leaders, businesses, and haulers and researehed active programs in other <br /> Illinois cities. Staff submitted a proposal and an estimated budget to Council on April 16, 1998. Staff <br /> was directed to investigate other options and gather further information. <br /> At a Decatur City Council Study Session on September 14, 1998, staffpresented this information to <br /> Council and outlined various options by which to utilize the state grant. The Decatur City Council <br /> provided staffwith direction regarding these options and a plan for the grant from the State of Illinois. <br /> One of the programs which Council directed staff to pursue is the Turning Point Leaf Raking <br /> Assistance Project proposed by Decatur Community Partnership. The Decat�ar City Council <br /> informally approved using $40,000.00 of the state grant to implement the Leaf Raking Assistance <br /> Program. A copy of a formal Resolution and the Agreement between the City of Decatur and Decatur <br /> Memorial Foundation/Decatur Community Partnership is attached. <br /> Staff will be available to answer questions. <br />
