E., City Engineer� <br /> SUBJECT: Professional Surveying Services <br /> The Engineering Division is required to have certain documents that it prepares sealed by <br /> a State of Illinois licensed Professional Land Surveyor for recording purposes. These documents <br /> may include annexation maps, easements, right-of-ways and other property rights acquisitions or <br /> verifications needed by the City. The sealing of such documents was done in the past by an <br /> Engineering Technician III who was a Professional Land Surveyor. This person opted for the <br /> early retirement program offered by the City. There is no other staff member in the Division or <br /> employed by the City possessing this license. For this reason, the local consulting firms were <br /> contacted about providing the City with professional surveying services on an as needed basis. <br /> In response to this request five firms submitted Statements of Interest and Qualifications <br /> (SIQ) and their billing rates to provide the requested surveying services. The five firms <br /> responding, listed in alphabetical order, were: <br /> Bainbridge-Gee-Milanski& Associates, Inc. <br /> Blank, Wesselink, Cook& Associates, Inc. <br /> Homer L. Chastain and Associates, LLP <br /> Phillip W. Cochran Consulting Engineer <br /> SKS Engineers, Inc. <br /> The SIQ for each firm were reviewed by David Horn, Engineering Technician III and the <br /> City Engineer. The selection considerations included the qualifications of the Professional <br /> Licensed Surveyor proposed by the firm; past work experience with the firm's surveying services; <br />
