Smith,Water Production Manager <br /> SUBJECT: South Water Treatment Plant Lagoon #1 Levee Repair <br /> City Project 9845 <br /> The bulkhead structure at the City's South Water Treatment Plant (SWTP) Lagoon #1 has <br /> failed and must be repaired. Timbers in the bulkhead rotted and caused sections of the bulkhead <br /> to collapse. The bulkhead provides additional storage capacity in the lagoon to store sludge • <br /> waste from the plant's treatment operations. The bulkhead will have to be removed in about 16 <br /> months to comply with the City's pernut from the Illinois Environmental Protections Agency for <br /> this facility. The repairs must be made to aid in the City's sludge management at the SWTP on an <br /> interim basis and to prevent spills from the lagoon into the Sangamon River. <br /> The bulkhead was inspected by the City's Water Production Division after its collapse and a <br /> repair strategy recommended. This recommendation was used to prepare bidding documents to <br /> secure a contractor to make the repairs. The project was advertised for bids and separate notices <br /> were sent to ten contractors on file with the Engineering Division for work of this type. A single <br />
