13 . Delavs and Extensions of Time. <br /> (a) If the Contractor is delayed at any time in the <br /> performance of the work on the project by any act or neglect of the <br /> Authority, changes ordered in the work, labor disputes, fire, <br /> adverse weather conditions not reasonably anticipated, unavoidable <br /> casualties or any cause beyond the Contractor' s control, then the <br /> ti.me for completion of the performance of the work described in <br /> this Contract shall be extended for a reasonable time by the <br /> Authority by written change order. <br /> (b) If the Contractor considers there to be any delays <br /> described in paragraph 13(a) above, the Contractor shall submit to <br /> the Engineer of the Authority in writing a description of such <br /> event causing such delay and the effect of the delay upon <br /> completion of the Contract within the time required. Such <br /> submission shall be made by the Contractor to the Engineer of the <br /> Authority within three consecutive calendar days of the beginning <br /> of the occurrence which is claimed to be responsible for the delay. <br /> If submission is not made within such period of time, then <br /> Contractor waives any right to an extension of ti.me. <br /> 14.
