DEPARTMENT OF FINANCIAL MANAGEMENT
RISK MANAGEMENT DIVISION
MEMORANDUM NO. 98-071
September 23, 1998
TO: The Honorable Terry M. Howley, Mayor
City Council Members
FROM: James L. Williams, Jr., City Manager
Beth B. Couter, Director of Financial Management
J. Barry Leonard, Risk Manager
SUBJECT: Non-Health Self-Insurance Program
Transmitted herewith are two resolutions. One authorizes renewal of the brokerage
contract with Arthur J. Gallagher and Company, and the other approves the administrative
services agreement with Gallagher Bassett Services for the City's non-health self-insurance
program for contract year 1998-1999.
We have completed the first annual renewal of our three year non-health self-insurance
program. The insurance market continues to be "soft" so there are no major changes in coverages
or cost. The renewal program will be the same as the expiring program.
September 30, 1998 will mark the completion of Gallagher's sixteenth consecutive year
as the City's self-insurance program administrator. During that time the firm has consistently
served the City well by providing uniformly high qualify brokerage, claims administration, and
loss control services, as well as superior excess insurance coverage, at consistently competitive
prices.
Staff will be available at the Council meeting to answer any questions.
