The Owners expressly agree that <br /> they shall pay all fees required by the City for connection to said main. <br /> 8. During the first year after water seniice is initially provided to the Premises, by water <br /> main connection as provided in Section 7 hereof, and only during said year, the City shall pay <br /> to the Owners Four Thousand Dollars ($4,000) for each permanent, full-time job located on <br /> the Premises and created (not relocated) after the effective date of this Agreement, to a <br /> maximum of Twenty-five Thousand Dollars ($25,000). "Permanent, full-time job", for the <br /> purposes hereof, shall be determined by the City using definitions and principles generally <br /> accepted in the field of economic development. <br /> 9. The provisions of this agreement shall supersede the provisions of any ordinance, <br /> code or regulation of the City which may be in conflict with the provisions of this agreement. <br /> 10. If any provision of this agreement is held invalid, the remainder hereof shall not be <br /> affected thereby. <br /> 11. Time is of the essence of this agreement. <br /> 12. This Agreement shall be binding on the heirs, successors and assigns of the <br /> parties hereto and shall run with the land, subject to the terms of paragraph 13 below. <br /> 13.
