Swanson, City EngineerG(�,� SUBJECT: Millin�And Rehabilitation City Project 9808 The City's annual programs for contracted street conventional resurfacing and the contracted milling and rehabilitation were combined into one project this year. These projects have typically in the past been separate projects. It was decided to combine these projects this year on a trial basis to determine if better unit prices could be obtained by the City for its contracted paving projects. In addition, this trial is done to assess what the impacts will be to the Engineering Division's staff to manage a single large project as opposed to two smaller projects. The conventional resurfacing program involves overlaying an existing street surface with a layer of hot bituminous concrete. The millin� and rehabilitation involves removing one to three inches of the existing street surface by milling and then placing a new hot bituminous concrete surface over the milled area. The purpose of these programs is to restore the useful life to the pavement in advance of the pavement deteriorating to a condition that requires complete reconstruction. An additional benefit of the program is that the rideability of the street is improved for users. This year's program will include approximately 13.8 centerline miles of streets throughout the City. A listing of the streets in this year's program is attached. The City's Engineering Division prepared the specifications for this project. The project was advertised for competitive bids and three bids were received and opened on Monday, August 24, 1998. The results (copy of the bid tabulation is attached) of the letting are as follows:
