household wastes), but do not have an outlet and depend on collections to properly dispose of <br /> their paint. <br /> The benefits of a collection will be illustrated on various levels. A paint collection will provide an <br /> outlet for residents to dispose of paint in an environmentally sound manner. These materials will <br /> be kept out of drains, storm sewers, landfills, surface and ground waters, and other locations. <br /> The City will acknowledge its commitment to the needs of its residents and the environment. <br /> Finally, the City and its residents will be cooperating to increase environmental and recycling <br /> awareness while at the same time protecting our natural resources and the environment because <br /> the paint will be properly handled, recycled, and/or disposed. <br /> Based on the amount of paint collected during the collection in 1996, cost estimates from IEPA, <br /> other cities, and preliminary discussions with contractors indicates that the cost for the proposed <br /> collection will range from$13,000.00 to $27,000.00 depending on the amount of paint that is <br /> collected and the location of the contractor. Through a recycling grant from the Macon County <br /> Solid Waste Department, the City has funds available to implement the proposed collection. <br /> Refer to Attachment A. Furthermore, Illinois Power has agreed to allow the collection to be held <br /> at their location on 27th Street. <br /> An RFP is necessary to obtain bids from contractors capable of implementing the proposed paint <br /> collection and recycling/disposal event. The RFP will outline disposal requirements which will <br /> consist of requiring the contractor to reuse or recycle as much of the paint and paint cans as <br /> possible. In addition, as the case with other RFPs, this RFP will have contractor, insurance, and <br /> indemnity requirements so that the City can be assured that the selected contractor can implement <br /> a successful, safe event. Attachment B consist of a statement by the Risk Management <br /> Department. <br /> Staff will be available to answer questions. <br />
