The replacement of the filter
media material will also slightly increase the plant's production capacity.
It was decided by Department of Public Works staff that, given the time constraints for
completing the project, staff could not commit to complete the design and specifications for the
project. It was decided to shortlist consultants considered capable of providing the necessary
professional services. Four firms were asked to submit statements of qualifications and a proposal
for the project. The four firms asked to submit, listed in alphabetical order, were:
Bainbridge, Gee, Milanski & Associates
Black& Veatch
Blank, Wesselink, Cook& Associates, Inc.
WVP Corporation
Two of the four firms responded to the City's request. The two firms were Bainbride, Gee,
Milanski & Associates (BGM) and Black& Veatch. The proposals were reviewed by members of
the Water Production and Engineering Divisions. BGM was selected as most qualified for the
project. An Agreement for services between the City and BGM for this project has been
prepared. A copy of the Agreement is attached. The services include the determination of the
optimum filter media layer depths; inspection of the filters to assess additional items that need to
be repaired or replaced; preparation of the project specifications; assistance to staff during the
bidding and award process; and construction management. The cost for these services is an
amount not-to-exceed $38,500.
Funding for these engineering services will come from the Water Capital Fund.
It is recommended by staff that the City Council approve the attached Resolution awarding
an engineering services contract to Bainbridge, Gee, Milanski & Associates in the maximum
amount of$38,500 for the North Water Treatment Plant Filter Media Replacement, City Project
9816, and authorizing the Mayor to execute the agreement.
City staffwill be available to answer questions that the Council may have at the meeting.
attach: 2
cc: William A.
