COMMUNITY DEVELOPMENT
MEMORANDUM
98-47
May 11, 1998
To: Honorable Mayor an 'ty Council Members
From: James L. Williams, , City Manager
Cecil Collins, Jr., Director of Department of Community Development'
Robert S. Reed, Mass Transit Administrator
_--
Subject: Mass Transit Planning Agreement for FY'99
Upon City Council approval, the attached resolution will authorize the execution of a
mass transit planning agreement with the Illinois Department of Transportation. The State will
reimburse the City for 80% of the planning expenses of the Decatur Public Transit System
incurred in FY'99 (July 1, 1998 thru June 30, 1999).
The mass transit planning budget for the upcoming year is $23,008 of which the State's
share will be $18,406. This represents a significant reduction from the $32,500 programmed in
the FY'98 planning budget. Planning activities will include preparation of the annual Technical
Work Program, the Transit Improvement Program, the ADA Paratransit Plan Update, the
DBE/WBE annual report, and the annual report on ridership to Hickory Point Mall. Other
routine planning activities include maintaining revenue, expense and route ridership statistics;
conducting on/off board surveys; and evaluating the performance of the transit system. The
Federal Transit Administration must approve the planning program before it will award any
operating or capital grants.
