Y • <br /> AGREEMENT <br /> WHEREAS, the City of Decatur, Illinois, desires to cooperate with the Macon County Soil and <br /> Water Conservation District to encourage, promote and establish good soil and water <br /> conservation practices in the Lake Decatur Watershed area to keep the soil on the land and out of <br /> the Lake. <br /> NOW, THEREFORE, IT IS AGREED by and between the District and the City as <br /> follows: <br /> 1. The term of this Agreement is for twelve(12)months, commencing May 1, 1998, and <br /> ending Apri130, 1999. <br /> 2. Ninety(90) days prior to the expiration of said term,the City will consider renewal of <br /> the Agreement for an additional one-year term. <br /> 3. The District will, when submitted in a timely manner, provide to the City research, <br /> review and recommendations for the Upper Sangamon River(Lake Decatur) <br /> Watershed Planning Committee, and subcommittee activities,watershed nitrate and <br /> sediment management alternatives, City water well field activities, Heart of the River <br /> Sangamon River Partnership, public and private grants and other City staff requests. <br /> The City recognizes that the recommendations may require District Board approval. <br /> 4. The District will plan and present at least twelve soil and water conservation public <br /> education programs, including urban erosion control concerns, and promotions during <br /> said term. The programs will be directed at both urban and rural landowners in the <br /> Lake Decatur Watershed and will relate to the reduction of nutrients, siltation, and <br /> pesticides into the Lake. <br /> 5. The City will pay to the District in twelve equal monthly installments during said term <br /> the total sum of$77,000 (or $6,416.67 per month). <br /> 6. The District shall apply said sum to administrative expenses, employment of a full-time <br /> Lake Decatur Watershed Specialist, a full-time Soil Conservation Technician, and to <br /> soil and water conservation education programs, technical assistance and promotions. <br /> 7. The District shall prepare and submit to the City quarterly reports showing the <br /> amounts, application, and manner of use of funds paid to it by City, and shall permit <br />
