, s . .
 Page 2
The original scope of work made provisions for additional five-day pumping tests or an
extended 30-day pumping test if the City should decide additional testing is needed based on the
information and data obtained in the study. It is the recommendation of Layne that six (6) wells
at the DeWitt Well Field be pumped continuously for 30 days. This is designed to provide the
most useful aquifer data and simulate possible future pumping events by the City to prevent new
problems with private wells in the area and best evaluate the expected yield from the DeWitt Well
Field. The total cost of the proposed additional work is a ma.ximum of$97,000. The net increase
to the agreement after adjusting for work items deleted from the original scope of work is
$88,720.
The additional work involves the pumping of six (6) wells continuously for 30 days. This
will require Layne to have an individual at the well field for 24 hours per day and the related costs
for renting, installing, operating and monitoring the equipment. The attached letter from Layne
dated March 9, 1998, provides greater details associated with the extended 30-day test.
Staff has reviewed and agrees with the additional work proposed by Layne. It is consistent
with the provisions and the corresponding fees in the original agreement. The City's experience
and observations of the DeWitt Well Field emphasizes the need to pursue this extended testing of
the well field. The City must determine the reliable production capacity from the well field and
the impacts to the neighboring private wells.
The well field is a critical component of the City's water resource system. The data obtained
from the eended testing will be used to complete the production capacity study of the well field.
The results from Layne's study will provide the basis for the City to make critical decisions
regarding the commitment of major capital investments in the well field for the delivery of water
from the well field to meet the City's water resource needs.
Funding will for this project is from the Water Capital Fund.
It is recommended by staff that the City Council approve the attached resolution to amend
the agreement with Layne GeoSciences, Inc. for the DeWitt County and Cisco Well Fields Study,
City Project 9717, to include an extended 30-day testing of the DeWitt Well Field; increase the
amount of the agreement to $186,720; and authorize the Mayor to execute the amendment to the
agreement.
City staffwill be available to answer questions that the Council may have at the meeting.
attach: 2
cc: John W.
