No. 98-07 to City Council with <br /> recommendation for approval. Motion carried at a vote of four to three. Commissioners voting <br /> yea: Clevenger, Setina, Schiller and Swartz. Commissioners voting nay: Golden, Shampine and <br /> Washington. <br />
