- . .- Page 2
The Department of Public Works staff prepared a Request for Proposal and Statement of
Qualifications (RFP) for the South Water Treatment Plant Intake Study (Study). The RFP was
mailed to consultants considered by staff to have an interest in providing services for this project.
Two proposals were received in response to the request. The firms of Black & Veatch and
Randolph & Associates, Inc. submitted proposals. The proposals were reviewed and rated by a
selection committee consisting of Bruce A. McNabb, Director of Public Works; John A. Smith,
Water Production Manaer; and, Stephen P. Swanson, City Engineer. The committee made its
selection of Black & Veatch directly from the submitted proposals and did not conduct
interviews. This selection was based on the qualifications, experience, expertise and project
approach stated in the Black& Veatch proposal as compared to Randolph's.
Staff has negotiated an agreement with Black & Veatch for this project (copy is attached).
The basic scope of work is for Black & Vea.tch to evaluate potential spill situations that might
affect the raw water supply, deternune the relative risks and propose recommended constructed
facilities, preventive measures and programs for the City to pursue following the completion of
the Study. The Study should take approximately five months to complete and cost a maximum of
$72,500. Funding would come from the South Water Treatment Plant Capital Fund.
It is recommended by staff that the City Council approve the attached resolution awarding an
agreement to Black & Veatch for the South Water Treatment Plant Intake Study, City Capital
Project 9732, and authorize the Mayor to execute the agreement.
attach: 2
cc: John A.
