f
. , , Page 2
were rated by committee members following the interviews. The rating factors included the
quality of the presentation, responsiveness to the City's request, project understanding, experience
with similar projects and the ability to serve and meet the City's expectations. After evaluating the
written proposals and the interviews, the panel came to a consensus in rating the firms, in order of
preference, as follows:
Homer L. Chastain& Associates
Phillip W. Cochran, Consulting Engineer
Blank, Wesselink, Cook&Associates, Inc.
Bainbridge-Gee-Milanski& Associates, Inc.
Following the selection of Homer L. Chastain & Associates (Chastain), staff began
negotiations with Chastain for the design services contract. Agreement was generally reached
between staff and Chastain on the scope of services. The agreement includes three work tasks.
The first task is the Wabash Park improvements. The second task is the widening of Grand
Avenue east of Martin Luther King, Jr. Drive. The last task is the redevelopment of the area
bounded by Martin Luther King, Jr. Drive, Wabash Avenue, Water Street and Grand Avenue.
The Community Development Department has conducted a number of public meetings about
this project and continues to acquire properties in the area. The Department is ready to proceed
with the Wabash Park improvements on Waggoner Street. The improvements are expected to
involve terminating the intersection of Waggoner Street with Warren Street. At this location, a
cul-de-sac may be constructed. In addition, street lighting, landscaping and other basic
infrastructure improvements would be constructed to provide the basic infrastructure for the
future park in this area (refer to attached schematic plan drawing) on property now owned by the
Decatur Housing Authority. This work is being undertaken at this time to meet commitments
relating to the development of the future park. A copy of the agreement for the Wabash Park
Improvements with Chastain is attached. The negotiated agreement is for an amount not to
exceed $47,312. The project is being paid for from Community Development Block Grant
(CDBG)funds.
Staff recommends approval of the award of a professional services contract to Homer L.
Chastain & Associates for the design of the Wabash Park Improvements. A resolution is
attached.
attach: 3
' cc: John W. Clark, Homer L. Chastain& Associates
