!

OE. f c9'
c
u oe
%[lINO`'
December 8, 1997
PUBLIC WORKS MEMORANDUM
NO. 97 - 405
MEMORANDUM TO: Honorable Mayor and City Council
FROM: James L. Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works
Matthew C. Newell, Traffic Engineer-
SUBJECT: Agreement with the State of Illinois Covering the Installation
of Railroad Caution Signs at Railroad Grade Crossings
Near City Street Intersections with State Highways
An item on the agenda for the December 15, 1997, City Council meeting is an Agreement
between the City of Decatur and the State of Illinois covering the installation of railroad
caution signs at various (listed in the agreement) railroad gade crossings in the City. The
proposed signage is a result of investigations brought on by the Fox River Grove train / bus
accident that occurred in the Chicago area in October of 1995. Since that accident, reviews were
made of all intersections involving railroad grade crossings throughout the country. In the
absence of Federal requirements, the State of Illinois has determined that the signs proposed in
this Agreement will assist vehicle operators in gauging the storage space available between an
intersection and a railroad grade crossing.
The City has no cost obligation with this Agreement other than the ongoing maintenance of
the installed signs which should be negligible.
Staff will be present to answer any questions the Council may have.
attach: 1
