Williams, r., City Manager
Debora L. Bean, Acting Director of Department of Community Development yj
Robert S. Reed, Mass Transit Administrator ,,
Subject: Award of Contract for Van Operators for DPTS
The City contracted with Career Services Unlimited, Inc. last year for the provision of
van operators for the specialized transportation program for wheelchair bound persons. The firm
experienced some financial problems and went out of business a few weeks ago.
Consequently, the City recently solicited proposals for van operators. The RFP was sent
to 8 different firms and a Notice was published in the Decatur Tribune. However, only one
company submitted a proposal for the City's consideration. Redwin, Inc. d/b/a Manpower
proposed an hourly rate of$9.93 and an overtime rate of $13.97 to provide van operators. The
top rate for a transit management company operator is $12.477 with an overtime rate of$18.71.
The City has contracted with Redwin, Inc. d/b/a Manpower previously and found the
company to be reliable and responsible. Its proposal was responsive and complete in all
respects. Therefore, the staff recommends an award of a 3-year contract to Redwin, Inc. d/b/a
Manpower. The transfer of the van operation should be completed within a week.
