Second, the Heat and <br /> Safety aspect of our request, we have not found any other entity addressing this problem <br /> other than Illinois Power, who observe problems but do not take any corrective action. <br /> Keeping in mind the purpose of our energy conservation program; the age and quality of the <br /> housing stock; and the available financial resources our constituents, the Health and Safety <br /> Component should be implemented before the home is weatherized. Energy conservation should <br /> not enhance any life-threatening condition. <br /> In reference to your concerns, our agency has contacted Illinois Power and discussed them <br /> with Mr. Ben Lawf. Yes, Illinois Power will check for immediate hazards and code violations, <br /> but they do not repair or replace faulty appliances or ancillary fittings and controls. <br /> Once, a hazardous conditions or violations are identified, Illinois Power will recommend to <br /> the homeowner that a licensed heating contractor be contacted. At this point, it become the <br /> homeowners responsibility to take corrective action and cover the cost of the repair. <br /> If, the dwelling does not have gas shut-off valves at the appliance or upline from the <br /> appliance, IP is forced to shut-off the gas at the meter. Since IP does not repair or <br /> replace ancillarv fittinqs and controls, our CDBG Application would cover the cost of <br /> material and labor, if corrective action is required. Other CDBG funds will be used to <br /> supplement unmet energy conservation measures, or serve additional homes. <br /> This service would be extremely beneficial to all homeowners especially with children or <br /> elderly, and other individuals with medical conditions. If IP is forced to shut-off the <br /> supply of gas to life-support appliances, such as furnaces, hot water heaters, gas ranges; <br /> or if homeowner does not have resources to make repairs, it could lead to a homeless <br /> situation for a low-income family. <br /> It is sincere hope that this information addresses your concerns.
