INTERGOVERNMENTAL COOPERATION AGREEMENT <br /> Between City of Decatur, Illinois and <br /> Decatur Civic Center Authority for Transfer to <br /> City of Parking Garage Structure Bounded by <br /> William, Jackson and Prairie Streets, Decatur, Illiriois <br /> THIS AGREEMENT is between the CITY OF DECATUR, a municipal <br /> corporation organized under the laws of the State of Illinois <br /> ( "City" ) , and the DECATUR METROPOLITAN EXPOSITION, AUDITORIUM AND <br /> OFFICE BUILDING AUTHORITY, a uniL of loc:ai government ur�anized <br /> under the laws of the State of Illinois ( "Authority" ) . <br /> WHEREAS, pursuant to Article VII, Section 10 of the 1970 <br /> Constitution of the State of Illinois, and, the Illinois <br /> Intergovernmental Cooperation Act (5 ILCS 220�1 et seq. ) , units of <br /> local government in the State of Illinois may contract between <br /> themselves to obtain or share services and to exercise or combine <br /> functions which either of the units of local government are <br /> authorized by law to perform; and <br /> WHEREAS, pursuant to the terms of the Illinois Municipal Code <br /> ( 65 ILCS 5�1-1-1 et sect. ) the City is authorized to operate, <br /> maintain and improve a local, public transportation system ( 65 ILCS <br /> 5/11-120-1 et secr. ) ; and <br /> WHEREAS, pursuant to the Decatur and Vermillion County Civic <br /> Centers Act (70 ILCS 265�1 et seQ. ) , the Authority has a duty to <br /> -2- <br />
