Bland <br /> Date: 10-20-97 <br /> Re: Bids for DITC Roof <br /> In the beginning of April, 1997, Assistant Manager James Seaberg contacted various roofing <br /> companies that had placed bids in the past for work on the DITC roof. He requested that each come to <br /> the DITC facility and give their best recommendations for the roof. Rowley and Associates sent an <br /> updated proposal(they had been on the roof in the fall of 1996). The two local companies, <br /> Craftmasters and King-Lar, were phoned again in May at which time they came out to view the roof. <br /> Both local firms had to be phoned a third time before they submitted their written proposals. King- <br /> Lar's ro osal was received on Ma 29 1997. Craftmasters' was received on June 11 1997 <br /> P P Y � , • <br /> The three bids were not comparable in the type of repair or in the area of repair recommended. Mike <br /> Shampine, Business Agent for Roofers' Local# 92, member of the CICD Board of Directors, and <br />' member of DITC Oversight Committee, was contacted to assist in the bidding process. <br /> On June 30 1997 a new re uest for roof bids was mailed to each of the three com anies s eci in <br /> , , 9 , <br />� P P fY g <br /> area of repair and scope of work to be done. This was done in an attempt to receive bids that were <br /> comparable. <br /> In the middle of July, 1997, Rowley and Assoc. re-inspected the roof. We received their new proposal <br /> on July 29, 1997. Both King-Lar and Craftmaster were phoned again in early August,to ask if they <br /> were going to respond to our latest request. Each company scheduled times to come inspect the roof. <br /> Both proposals were received in the first week of August, 1997. <br /> When James Seaberg met with Mike Shampine to review the 3 bids, Mike requested that Rowley <br /> adjust their bid to allow for prevailing wage and show(for comparison)what they would charge if <br /> Rowley primed the specified area. An amended proposal was received from Rowley September 9, <br /> 1997. Although Rowley priced the primer as requested, they do not feel that step is necessary since <br /> they are continuing to use the same material already on the roof. <br /> James Seaberg and I met with the oversight committee of DITC (Larry Livergood,Mike Shampine, <br /> Tom Shade)to discuss the three bids. All agreed that since Rowley is the only `foam roof contractor <br /> and the cost difference is significant, that Rowley's should be the bid to pursue. The oversight <br /> committee asked that Rowley be contacted and a copy of their warranty requested. This was done, and <br /> a copy is on file at DITC. <br /> Rowley's references have been checked. They have been in business eleven years. References <br /> contacted had work done up to seven years ago. Rowley was highly recommended by all references <br /> contacted. <br />
