Swanson, City Engineer��� <br /> SUBJECT: Restriction on a Portion of 27th Street North of US Route 36 <br /> The City's Department of Public Works was contacted by Richard E. Smika, Plant Manager <br /> for Crane Pumps& Systems, Inc. (Crane), about obtaining a restriction prohibiting potable wells in <br /> a portion of the City's public right-of-way for 27th Street just north of US Route 36. Crane has <br /> been undertaking voluntary site remediation to remove contaminates from the site of the old Burk's <br /> Pump site that Crane now owns. This work has been coordinated with the Illinois Department of <br /> Environmental Protection Agency (IEPA). Crane is, at this time, wanting to obtain a "No Further <br /> Remediation Letter" for their property from the IEPA. <br /> The IEPA advised Crane that an acceptable and recommended means to comply with the <br /> Site Remediation Program is to obtain institutional control of those properties impacted by the <br /> subsurface contaminants and not currently in Crane's ownership. Institutional control is in the form <br /> of a restriction tha.t prohibits the installation of groundwater supply wells in the area limited and <br /> � described in the restriction. In the case of 27th Street, it is an area approximately 250 feet in length <br /> and 60 feet wide beginning about 600 feet north of the west right-of-way line for US Route 36 <br /> (refer to attached map). <br /> Staff has reviewed this request and considers the restriction on a portion of the City's 27th <br /> Street right-of-way to be acceptable. The subsurface area beneath the affected portion of public <br /> right-of-way is not currently used, nor does it represent a viable source of potable water because of <br /> its physical characteristics. It is recommended that the City Council approve the attached <br /> resolution placing a restriction that prohibits the installation of wells for potable water in the <br /> portion of the City's right-of-way for 27th Street as described in the attached resolution and <br /> authorizing the Mayor to execute the necessary documents. <br /> attach: 2 <br /> cc: Wendy Morthland, Assistant Corporate Counsel <br /> John A.
