Swanson,P.E., City Engineer��� <br /> SUBJECT: Decatur Silt Retention Basin Repairs <br /> City Project 9647 <br /> The Macon County Board in 1992 issued a special use permit to the City for its silt <br /> ' retention basin in Oakley Township. The basin was used to deposit silt dredged from Lake <br /> Decatur to allow the sediment to settle and dry out. The City ceased depositing silt in the facility <br /> in 1994, in compliance with the permit. In 1995, the City breached the dike surrounding the <br /> retention area at three locations to drain water from the facility to aid in drying the sediment. This <br /> was done in anticipation of returning the site to crop production as proposed in the permit issued <br /> to the City. <br /> A number of drainage related problems have occurred in the vicinity of the basin that have <br /> been brought to the City's attention primarily by Mr. Andrew Black, Oakley Township Road <br /> Commissioner. The major concern has been the blockage of the field drain tile around the south <br /> and east sides of the basin. This tile was constructed by the City when the retention basin was <br /> built to replace an existing field drain tile that ran diagonally across the eastern end of the basin. <br /> Drainage problems in the area of the City's basin are attributed to blockages in the field drain tile <br /> relocated by the City. Field visits and observations generally support the comments made to the <br /> City staff. <br />
