Williams,Jr., City Manager ,
Bruce A. McNabb,Director of Public Works '"
Stephen P. Swanson, City Engineer '
SUBJECT: Wilcoz Wayside Farms Addition Water Service Agreements ,
r wn r in h Wilcox Wa side Farms I
The Engineenng Division was contacted by p operty o e s t e y I
Addition area(refer to attached locale map) about a year ago requesting City water service. They !
were advised by staffthat a water service district is required because the area is outside of and not '
contiguous to the City's corporate limits. Following the request, the Division made a review of ',
the general area to deternune which properties should be included in a potential district to '
establish the boundaries for the district. This is done to determine if the eension of the City's
water system to serve the area is reasonable, provides a dependable level of service and is ,
economically viable to the property owners wanting service and the City. I
The property owners who made the request to the City were advised of the district II!
boundaries set by the Division (refer to attached boundary map) and of the general process and
requirements to form the district. In addition, they were given copies of the City's water service i
agreement to distribute to property owners in the district to be signed and returned to the I
Division. They were informed that staff would not proceed any further with the district until at ,
least 50 percent of the properties within the boundaries had returned signed agreements to the j
Division. When this criteria was met the Division would perform its economic analysis to ',
determine if the City would realize a positive return on its investment to extend water service to I,
this area. Signed agreements have been received from 40 of the 54 properties. I
