OF'EC
 'a
v

%IIINOY
July 15, 1997
PUBLIC WORKS MEMORANDUM
NO. 97-74
MEMORANDUM TO: Honorable Mayor and City Council
FROM: James L. Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works
Stephen P. Swanson, City Engineer '
SUBJECT: Sidewalk Replacement Program
City Project 9703
The City's contracted concrete sidewalk replacement program repairs sections of sidewalk
that are in poor condition. These include sidewalks that are severely cracked; have excessive
displacement from settlement or heaving; or the surface of the sidewalk is rough from spalling
and/or age. The Engineering Division selects a limited area of the City each year for sidewalk
replacement rather than having the work done on a citywide basis. This approach is cost effective
because the contractor has a relatively limited work area which results in better productivity and a
conesponding cost savings to the City.
The selection of an area involves several considerations. The list of citizen complaints about
sidewalk conditions is reviewed to note areas having a concentrated number of complaints within
a several block area. These areas are checked to determine if they are in the City's Municipal
Services Division concrete crew work program. Areas in the City crew's work program will
typically not receive any further consideration for the contracted replacement program. After an
area is selected, the Division makes a field inventory to record the sidewalk repairs needed in the
area. This information is used to prepare a preliminary cost estimate which is compared to the
project budget. The area will either be increased or decreased in size depending on whether the
cost estimate is less than or exceeds the budget.
This year's sidewalk replacement program work will be in the area generally bordered by
Garfield Avenue on the north, Dineen Street on the east, Grand Avenue on the south and Railroad
Avenue on the west (refer to attached location map). The work is estimated to involve the
