The funding allocated for this project in the City's FY 97-98 Budget is $280,000. This <br /> amount is $700,500 less than the bid and if the tanks must be replaced the budget is <br /> approximately $766,000 short. The original budget amount was based on rehabilitating only the <br /> hydraulic system. It was decided during the project design that additional work is required and <br /> that it would be cost effective to do this work as part of this project. This additional work <br /> includes: <br /> 1. The removal, inspection and cleaning of the four hvdraulic cylinders that control <br /> the north bascule a�te, not done as part of the most recent dam rehabilitation <br /> contract. This requires the contractor to access the area immediately downstream <br /> from the spillway with his equipment, material and personnel. High flows in the <br /> Sangamon River and/or releases from Lake Decatur Dam will restrict the <br /> contractor's work and may result in delays to his schedule. This work was added <br /> after the inspection of the cylinders on the south bascule gates as part of the <br /> recently completed project. The cylinders on the south side were found to have an <br /> internal buildup of sludge and debris that needed to be cleaned. The additional <br /> cost ofthis work to the project is $135,000. <br /> 2. The construction of a metal enclosure building axound the oil tanks and associated <br /> pining. This work was added to provide a controlled environment for the tanks. <br /> The tanks in the past have been outdoors and subject to mist from the sluice gate <br /> which in the winter freezes on the tanks. B&V also shifted their estimate for the <br /> cost of the crane for the cylinder rehabilitation discussed in Item 1 to this work to <br /> conespond to the bid�received from Osage. The additional cost to the project for <br /> this work is $192,000. <br /> 3. The re.placement of electrical controls and service to o.perate the dam �ates and <br /> re�lacing control house lights and heaters. This work was originally planned to be <br /> done as part of the just completed project, but was deleted from that project <br /> because it would have involved considerable electrical rework and the expansion of <br /> the control room consoles to accommodate the required upgrades. It was decided <br /> that this work would be best done in conjunction with this project. The additional <br /> cost for this work is estimated to be $90,000. <br /> 4. The rehabilitation of the three oil tanks. It was decided during the project design <br /> that it was timely and cost effective to do this work as part of this project and to <br /> ensure no damage occurs to the new hydraulic system. The additional cost for this <br /> work to the project is estimated to be $146,500. <br />� 5. The installation of electronic devices and remote monitoring system equipment. <br />, These items have been incorporated into the contract to work in conjunction with <br /> the SCADA system currently being installed as a part of the Lake Level <br /> Monitoring System. This system will report and record the level of Lake Decatur, <br /> provide up-to-date information on incoming flows and enable staff to more <br />, effectively manage the operation of the dam gates to control the lake level. The <br /> additional cost for this work to the project is estimated to be $50,000. <br />
