The Water Fund Capital budgets have been reviewed by staff and it has been determined
that funds are available to proceed with this project. This is possible because of delays to or the
cancellation of other water fund projects during this fiscal year. In the case of delayed projects,
the full budgeted amount will not be spent by the end of the current fiscal year. However, in most
cases funds will have to be budgeted for the completion of these delayed projects in the next fiscal
year. Projects that were canceled are generally related to the expansion of the water distribution
system to new service areas and may be deferred to a later date.
It is recommended by staff that the City Council approve the attached resolution awarding
the contract for the Lake Decatur Dam Improvements - Replacement of Hydraulic System, City
Project No. 8918-D, to Osage Constructors, Incorporated, as the lowest responsive, responsible
bidder and that the Mayor be authorized to execute the contract. This recommendation of award
based on the receipt of one bid is considered reasonable in this case given the unique nature of the
work, the relative closeness to the engineer's estimate and the limited number of qualified
contractors capable of performing this type of work.
City staff will be in attendance at the City Council meeting to answer any questions that
the Council members may have.
attach.: 3
cc: Beth J. Couter, Finance Director
William A. Ratekin, Assistant City Engineer
Sam Wolfinbarger, Black& Veatch
CP 8918-D
