WITNESSETH WHEREAS, the STATE, in order to facilitate the free flow of traffic and insure safety to the motoring public, is desirous of modernizing traffic signals at the intersections of Franklin Street (FAP Route 710 Alt.) and Main Street (FAP Route 710) with North Street and with Wood Street. The modernization shall consist of installing a new controller, controller cabinet, posts, mast arms, signal heads, and painting mast arms and signal posts, as requested by the CITY, and by performing all other work necessary to complete the improvement in accordance with approved plans and specifications; and WHEREAS, the CITY is desirous of said improvement in that same will be of immediate benefit to the CITY residents and permanent in nature; NOW, THEREFORE, in consideration of the mutual covenants contained herein, the parties hereto agree as follows: 1. The STATE agrees to make the surveys, obtain all necessary rights of way, prepare plans and specifications, receive bids and award the contract, furnish engineering inspection during construction and cause the improvement to be built in accordance with the plans, speci�cations and contract. 2. The STATE is funding this project under a special "GreenLight" program by the State of Illinois. Therefore, the STATE agrees to pay all construction and engineering costs, subject to reimbursement by the CITY as hereinafter stipulated. -1-
