AGREEMENT I' WHEREAS,the City of Decatur, Illinois, desires to cooperate with the Macon County Soil and II Water Conservation District to encourage, promote and establish good soil and water conservation practices in the Lake Decatur Watershed area to keep the soil on the land and out of the Lake. NOW, THEREFORE, IT IS AGREED by and between the District and the City as follows: 1. The term of this Agreement is for twelve(12)months, commencing May 1, 1997, and ending Apri130, 1998. 2. Ninety(90) days prior to the expiration of said term,the City will consider renewal of , the Agreement for an additional one-year term. ; 3. The District will,when submitted in a timely manner, provide to the City research, review and recommendations for the Upper Sangamon River(Lake Decatur) Watershed Planning Committee, and subcommittee activities,watershed nitrate management alternatives, City water well field activities, and other City staff requests. The City recognizes that the recommendations may require District Board approval. 4. The District will plan and present at least twelve soil and water conservation public education programs and promotions during said term. The programs will be directed at both urban and rural landowners in the Lake Decatur Watershed and will relate to the reduction of nutrients, siltation, and pesticides into the Lake. 5. The City will pay to the District in twelve equal monthly installments during said term the total sum of$72,000 (or$6,000 per month). 6. The District sha11 apply said sum to administrative expenses, employment of a full-time Lake Decatur Watershed Specialist, a full-time Soil Conservation Technician, and to soil and water conservation education programs and promotions. 7. The District shall prepare and submit to the City quarterly reports showing the amounts, application, and manner of use of funds paid to it by City, and sha11 permit the City to examine its books and records upon reasonable notice and during customary business hours.
