Mo en, Chief of Police �(Y��M Subject: Purchase of Computer Aided Dispatch/Mobile Display Computer System REFERENCES: 1. MIS Memorandums 95-10 and 95-15, subject as above, dated November 1995. 2. DPD Memorandum 97-09, subject as above, dated February 1997. PURPOSE: This memorandum is provided to secure council acceptance of a change order contract from HTE. for terminal emulation software and associated licensing for the smart mobile display computers. BACKGROUND AND RECOMMENDATIONS: MIS Division Memorandums 95-10 and 95-15 began the process of acquisition of equipment, software, and services to modernize ' public safety dispatch, records, and communications operations. Since the inception of this project, City Council has approved contracts for CAD software, electronic dispatch consoles, communications room renovations and furnishings, recording equipment, telephone services ' equipment, RF Infrastructure and mobile dispatch computers. The original request for proposal submitted for the purchase of the CAD software was based on the City of Decatur purchasing "dumb terminals." Since that time the police department has determined that the smart mobile display computers offer more benefit and the potential for future expandability. With the purchase of the "smart computers," additional terminal emulation software is required from HTE. to allow communications via radio frequency. Please find attached the contract from HTE. for licensing and support fees for utilization of this emulation software. It is the recommendation of staff to accept the contract between the City of Decatur and HTE. for the emulation software, license fees, installation fees, training fees and support fees in the amount of$33,600.00.
