McNabb, P.E., Director of Public W rks
Stephen P. Swanson,P.E., City Engineer
SUBJECT: 1996 Concrete Sidewalk Replacement Program
City Project 9603
The City's contracted concrete sidewalk replacement program repairs sections of sidewalk
that are in poor condition. These include sidewalks that are severely cracked; have excessive
displacement from settlement or heaving; or the surface of the sidewalk is rough from spalling
and/or age. The Engineering Division selects a limited area of the City each year for sidewalk
replacement rather than having the work done on a citywide basis. This approach is cost effective
because the contractor has a relatively limited work area which results in better productivity and a
corresponding cost savings to the City.
The selection process involves several considerations. The list of citizen complaints about
sidewalk conditions is reviewed to note areas where there may be concentrated numbers of
complaints within a several block area. These areas are checked to determine if they are in the
City's Municipal Services Division concrete crew work program. Areas in the City crew's work
program will typically not receive any further consideration for the contractual program. After an
area is selected, the Division makes a field inventory to record the sidewalk repairs needed in the
area. This information is used to prepare a preliminary cost estimate which is compared to the
project budget. The area will either be increased or decreased in size depending on whether the
cost estimate is less than or exceeds the budget.
