Mowen, Chief of Police Mm
SUBJECT: Purchase of Computer Aided Dispatch/Mobile Data Computer System
REFERENCES:
1. MIS Memorandums 95-10 and 95-15, subject as above, dated November 1995
2. DPD Memorandum, subject as above, dated December 16, 1996
3. DPD Memorandum, subject as above, dated January 6, 1997
PURPOSE: This memorandum is provided to secure council acceptance of the bid from
MicroSlate, Inc. to furnish eighty two (82) mobile display computers and associated hardware
and software.
BACKGROUND AND RECOMMENDATIONS: MIS Division Memorandums 95-10 and
95-15 began the process of acquisition of equipment, software, and services to modernize public
safety dispatch, records, and communications operations. Since the inception of this project,
City Council has approved contracts for CAD software, electronic dispatch consoles,
Communications room renovations and furnishings, recording equipment, telephone services
, equipment and the RF Infrastructure.
In continuation of this project, the purchase of the Mobile Display Computers and associated
hardware and software are the next component for consideration. The mobile display computer is
the computer system that will be housed in the police/fire vehicles that directly communicates
with the communications center through the RF infrastructure. This system will allow the officer
direct access to LEADS and the HTE CAD software, and relieve some of the over-air
communications problems currently experienced. Additionally, mapping, records access and
report writing capabilities will be accessible to the officer in the field.
On December 17th and 18th of 1996, four computer vendors, Panasonic, MicroSlate,
Hammerhead and PC Mobile demonstrated their individual mobile display computers. As a
result of those demonstrations, police staff requested bids from each vendor based on
predetermined specifications to meet defined user requirements. Please find attached a
breakdown of those proposals.
